Membership Rules & Regulations

  • Every candidate has to pay the Entry Membership Fee Rs. 500/= while submitting his/her membership form. Plus the Membership Card Fee Rs.500/= (Total: Rs.1000/=).
  • Submit the complete required registered documents along with membership form. These documents include 2 passport size recent photographs (Must be taken within last 6 months), CNIC Copy (B. Form copy if under 18), attested copy of last educational transcript/marks sheet.
  • Membership forms can only be submitted to Youth Parliament Head Office / Chapter Incharge.
  • Membership expires on 31st December of every year.
  • Every member have the chance to renew annual membership through “Transfer Form” with submitting all documents & Membership Card Fee Rs.500/=. Youth Parliament has the right to accept his/her Transfer Form or shift to Indigo.
  • Youth Parliament will have the right to shift any member any time in any membership category.
  • Youth Parliament has the right to cancel the membership of any member anytime & terminate from any designation.

Termination of Membership

  • Any member who works against the interest, objectives, rules and reputation of the organization & our country ISLAMIC REPUBLIC OF PAKISTAN will be terminated from the organization immediately. Youth Parliament’s Disciplinary Action Committee has full power to take such decisions.
  • Any member who is associate/member with any other organization, campaign, project, NGO or NPO which has Conflict of Interest with Youth Parliament, Disciplinary Action Committee has the right to terminate his/her designation and/or membership.
  • Any member who do not attend three consecutive meetings of the cabinet/organization. However, if a member submits prior written information to the Chairman, President or Secretary mentioning proper reason for his/her absence, a membership may be continued.
  • A member may resign from the membership of the organization any time by a letter addressed to the Chairman, President or Secretary (Federal & Provincial level).

(Resignations on social media are not acceptable).

Social Media Rules & Regulations

 

  • Making sure that the communication on social media has a purpose and a benefit for the organization.
  • Members should obtain permission from the Head Office before supporting any campaign, project, organization or activity using social media.
  • Youth Parliament is a non political organization, therefore making political statements, hate speech, making offensive or derogatory comments are not allowed.
  • Posting images that are discriminatory or offensive by any means to such content is prohibited.
  • Discussing or posting statuses regarding the organization’s internal matters or making defamatory comments is strictly prohibited. All organization’s internal matters must be discussed internally.
  • In case of violation of above rules, Youth Parliament has the right to cancel the membership.

Categories of Membership

As per Youth Parliament Membership Policy, there will be four Official Membership categories, two Non Members categories & three Supportive Members categories.

 

Official Membership Categories:

  • YELLOW:

This category includes provisional membership for youngsters aged between 14 to 18 years.

This membership is on Provincial Level.

  • BLUE:

Each year new members aged between 18 to 30 years will enter in the category of ‘Blue’. This membership is on Provincial Level. The tenure of Blues will be of one year and may extend for a year depending on member’s work progress. This category member has the opportunity to apply for Provincial Cabinet.

  • GREEN:

This category includes members aged between 20 to 35 years. This membership is on Federal Level that requires minimum one year experience on Provincial level. The tenure for Green will be one year and may extend depending on member’s work progress. This category member has the opportunity to apply for Federal Cabinet.

  • RED:

This category includes the designated members of Youth Parliament any Project or campaign. The tenure of this category will be of one year which may renew based on work progress. This category member has the opportunity to apply for Provincial/Federal Cabinet.

 

Other Status (Non Members)

 

  • Indigo:

This category includes alumni. Those Youth Parliament members who had former association with Youth Parliament in any capacity. Youth Parliament will have the right to shift them in Indigo. Indigos always be the part of Youth Parliament family as an alumni status.

  • Black:

This category includes members who have been resigned themselves or terminated from the organization.

Youth Parliament Objectives

  • NURSERY OF CREATING LEADERS/POLITICIANS.
  • BRIDGE BETWEEN YOUTH & GOVERNMENT AUTHORITIES.
  • Inspiring the youth to discover & explore their potentials to become distinguish individual among others.
  • Utilize their spare time in construction work & finding solutions for several issues like unemployment, poverty, corruption, etc.
  • Bringing various cultures and religions at one platform and have a dialogue to create harmony and peace among them.
  • Focusing on freedom of expression, where you can expose yourselves, share you views, your experiences enrich ideas on national and international level.
  • A place which flourishes creativity, leadership qualities, achievement, evolving out energy from each other.
  • Let’s probe the issue & provide the best solutions to higher government authorities.
  • Let you dare to dream and see those dreams comes true.
  • Let’s act as catalysts to change – passion to excel and empowering ourselves.

Other Status (Supporters)

  • Friends of Youth Parliament:

This category includes the supporters & well wishers of Youth Parliament.

  • Advisors of Youth Parliament:

This category includes the important personalities from different fields, join the Youth Parliament to support intellectually.

  • Patrons of Youth Parliament:

This category includes the important personalities from different fields, join the Youth Parliament to support financially and/or intellectually.

Election Rules & Regulations on Provencial Level

Eligibility/ Ineligibility For Nomination

  • Once the new elections have been announced, pervious cabinet automatically dissolved.
  • Non Members & Provincial Level Members (Blues) can apply for Provincial Cabinet. Election Commission has the right to accept or reject any member to enter the Provincial Cabinet.
  • Only Provincial Cabinet Members allow to contest & vote for election.
  • Only members having Youth Parliament valid membership card of Blue category can apply for Provincial Cabinet Election.
  • Anyone willing to contest Youth Parliament Provincial Cabinet Elections must be Graduate or associated with any educational institute in Bachelor’s Program.
  • The age of contestant must be between 18 to 30 years.
  • Anyone who has contest Youth Parliament Provincial Cabinet Elections twice in the past are not eligible to take part in contest again.
  • Anyone who has been given Show Cause Notice (twice) or one time suspended or terminated from the organization in the past for any period is ineligible to contest Youth Parliament Provincial Cabinet Elections.
  • Anyone who is associated with any other Organization, Campaign, Project, NGO or NPO which has Conflict of Interest with Youth Parliament is ineligible to contest Youth Parliament Provincial Cabinet Elections.
  • Winning candidates of first tenure are not allowed to contest on same designation in his/her second tenure of Provincial Cabinet.
  • Youth Parliament Members have no right to challenge any nomination or the result  announced by the Election Commission.

Procedue TO Contest Election

 

  • Selected Members of Provincial Cabinet are eligible to apply for Election contest & submit his/her nomination form with priority of any three designations, along with one passport size recent photographs (Must be taken within last 6 months), CNIC Copy, attested copy of last educational transcript/marks sheet, application for Youth Parliament Membership Card (Valid Members Fee Rs.300/= , Non Valid Members Fee Rs.500/=  & Non-Members Fee Rs.1000/=).
  • Youth Parliament Election Commission will have the right to accept or reject the nomination form of any candidate.
  • Youth Parliament Election Commission will have the right to accept or reject candidate nomination on any designation based on Interview or candidate knowledge / education / experience regarding the designation.
  • Once nomination form is accepted the contestant is allowed to campaign for his elections under election campaign rules and regulations.

Each contestant has to participate in Election Debate where they have to present their manifesto.

Election Commission

 

  • The Election Commission is an independent & autonomous body. Responsible for organizing and conducting elections on all levels of Youth Parliament.
  • Necessary arrangements, such as, which ensure that the election is conducted honestly, justly, fairly and in accordance with policies of Youth Parliament is core responsibility of The Election Commission.
  • Every year new Chief Election Commissioner is appointed by the Youth Parliament.
  • Chief Election Commissioner has the right to select team of Deputy Election Commissioners & Officials.
  • Chief Election Commissioner has the right to accept or reject the nomination form of any contestant.
  • Youth Parliament Members have no right to challenge any nominations or the results announced by the Election Commission.

Rules For Campainging

 

  • Candidates can use any available medium/media to promote themselves. For instance images, videos, banners, posters and social media.
  • Candidates will not use in their speech or publish in election campaign any inciting language or defamatory words which provoke hatred, violence or which threatens any individual.
  • A candidate shall not make statements which are false, malicious or statements containing sectarian words, or use language that is abusive and insulting.
  • Candidates and supporters are not supposed to in a disorderly manner for the purpose of disrupting other candidate’s campaign, meeting and activity.
  • Candidates and their supporters cannot deface, mutilate, remove or tear any poster of any nominated candidate.
  • Please note that the person who, with intent to influence another person to vote or to refrain from voting of any candidate, gives or provides or causes to be given or provided any money, to that other person commits the offence of bribery, and will be liable to disqualification.
  • The candidates will not propagate any opinion or act in any manner prejudicial to the ideology of Pakistan / the sovereignty, integrity and security of Pakistan / mortality and maintenance of public order / the integrity or independence of the judiciary of Pakistan, which defames or brings into ridicule the judiciary / the armed forces of Pakistan.
  • Criticism based on non-verified allegations or distortions will be avoided.
  • The candidates will refrain from speeches calculated to arouse sectarian feelings and controversy of conflicts between genders, sects, communities and linguistic groups. Also candidates cannot directly point out their opposite candidate’s point of view.
  • Candidate shall not procure the support or assistance of any members of election commission.
  • Comments should not be made using any medium which directly hits the personal life / character of any other candidate.
  • The candidates will inform the YP Administration, Election Commission and local administration of the venue and time of any proposed meeting to make necessary arrangements (University chapters, campus etc).
  • Nominated election commission has the right to disqualify any candidate on concrete evidence, which may ruin the elections or organization.

Rules For Campainging

  • Youth Parliament Head Office has the right to update/change/cancel this document on any time without any notice.
  • Youth Parliament Head Office must update this document every year before the Provincial & Federal Cabinet Elections.
  • Youth Parliament Members have no right to challenge this document on any level.
